Good touch, bad touch
A leg caress can delight or feel totally skeevy, depending on who?s doing the caressing. A touch?s emotional baggage can be seen in the brain?s initial response to that touch, scientists report in the June 19 Proceedings of the National Academy of Sciences. Heterosexual men?s somatosensory cortices, brain regions that detect a touch?s basic attributes, responded differently when a touch was thought to come from a gorgeous woman in a black evening dress or a masculine man in a black tank top. Emotions are incorporated into touch sensation surprisingly early in the sensory process, the study shows.

Brain zap helps an aging memory, if you?re educated
Brain jolts improve working memory in older adults, but only in those who are highly educated. With age comes a growing number of working memory failures, such as walking into the kitchen and forgetting why. After a session of transcranial direct current stimulation, working memory improved for highly educated participants (schooled for 16.9 years on average). People with lower education levels (13.5 years) saw no benefit or grew worse. The results may reflect people using different strategies to solve problems, Marian Berryhill and Kevin Jones of the University of Nevada, Reno write in an upcoming Neuroscience Letters.

High-risk Alzheimer?s gene variant poses greater threat to women
A well-known risk factor for Alzheimer?s is particularly dangerous for older women even if they are healthy and sharp, researchers at Stanford University School of Medicine and colleagues report in the June 13 Journal of Neuroscience. Women with one copy of the e4 version of the ApoE gene had abnormal activity in key brain regions and elevated levels of the Alzheimer?s-related tau protein in spinal cord fluid compared with women who lacked that version of the gene. Men with one copy of e4 were less affected in those respects. The results may help explain why women are more susceptible to Alzheimer?s.

When doing upgrades on your home, make sure you do not invest much into an upgrade that cannot possibly get you a return when you sell it. For example, do not pay $ 30,000 to upgrade a kitchen in a home that you paid $ 90,000 for if most houses in the area only sell for around $ 100,000.

Home improvements can be a lot of fun when you do it yourself. Make them more enjoyable by having a positive attitude and enjoying the job along the way. Take before and after photos to show your friends and family what you did as the job progressed and feel the pride of doing it yourself.

Keep bowls of fresh fruit on your dining room table and kitchen counters. Use a decorative bowel and fill it with bananas, pre-washed apples, oranges, even grapes. Not only will the bowls of fruit add beauty to your home they will be right there when you need that quick snack.

If you are improving your home to increase its sale value, focus on the important portions first. Trying to renovate the whole home will become overly expensive and provide a diminishing return on investment. Items such as exterior siding, plumbing fixtures, lighting, and kitchen appliances, however, will be universally appealing as you try to sell the home.

If you do run into complications when trying to remodel a section of your house alone ask for help. There is no shame in asking for help when you come across an obstacle. A home that is properly remodeled looks better than a home that was remodeled poorly and not done properly.

It is important to get the proper permits if you plan on any home improvement projects that require plumbing, electricity, structural or other major alterations. If you are not sure what home improvement projects would require a permit, contact your city council or hire a professional to do the work.

Life Before Baby and Moving Before Baby Arrives | Being Pregnant

The decision to move came somewhat out of left field for us. We knew it was something we should do before the baby arrived. And since we?re not even pregnant yet, we would have likely been fine in our current apartment for quite some time. But, alas, we?re moving in two days.

As I pack what?s collectively become Sara?s and mine over the past two years, as I take down the pictures from the walls, and as I walk around an apartment that?s slowly looking less and less like home, it?s strange to think that our child will never know the home in which she or he first became a twinkle star.

This is the first place Sara and I lived together. Our first home together. It?s where we became moms to the four-legged kind when we rescued our sweet Darla. It?s where we celebrated our first Christmas. Had our first marital fight. Ordered Thai food every Monday night. It?s where we first learned who sucks at washing dishes and who has a terrible habit of not brushing her teeth before bed. This is where we lived when her parents agreed to meet me after two years and ten days of loving their daughter. This is where we lived when I asked Sara to marry me. This is where we lived when we decided to have a baby.

As I look at the becoming-bare walls, I try to remember them as they were ? remembering the first days after we moved in. Sitting in the window seat, looking out on the street, waiting for Sara to come home from work. I remember when the city had to replace a pipeline; they needed to undo the cobblestone street stone by stone. The pile of cobblestones sat on the sidewalk for days while they repaired the pipeline. One evening, while walking our dog, I told Sara how much I?d love one of those cobblestones as a keepsake of our first home together. She laughed at me.

?Babe, it?s just a brick,? she said.

I always have been the sentimental type.

I box up our dishes. Pots. Pans. Boxes of tampons (Yes, we have boxes. Two women in the house, what can I say). I toss clothes I haven?t worn since I met Sara. And I hire a moving company. I?ve moved an outrageous amount of times in my 34 years of life, some by choice, others having been decided for me through breakups ? yes, I?ve been dumped; can you imagine? ? but all moves have always accompanied a constant struggle of becoming who I am.

Except for this move. There is no struggle.

But there is an entirely new feeling that I can?t quite pinpoint. It?s not exactly sadness. Perhaps reflection of the future. Can you do that? Can you reflect from the future? I don?t know, but that?s what it feels like. I think of so many of ?our first? memories in this home while I pack, and it?s a strange ? I do not know what other word to use to describe it ? feeling. To know that these are times and here are memories that our child will never know. Sure, we can share the stories. But this is life without our baby. So much is about to change. And while I so much so look forward to the future with the family we are about to create, I don?t ever want to forget these moments.

I am glad we?re moving before the baby, before the pregnancy even. I?m glad I have all of myself to focus on this time, and don?t have the added stress and emotions of doing any of this while I?m pregnant. I?m glad I can recall everything this home has meant to us over the years, and put each memory in its proper box.

But mostly, I?m glad Sara surprised me one day with a stolen cobblestone from the first street on which we ever called home.

Two weeks after visiting the New York Stock Exchange with the U.S. Olympic Wrestling Team and ringing The Closing Bell, Bobby Douglas was playing a game of ?Beat the Streets? back in the Midwest.

?Listen to the instruction,? he implored youngsters during a warm-up session to launch a two-day wrestling clinic Friday at Shepard High School in Palos Heights.

Douglas is a 70-year-old two-time former Olympian (1964, 1968), World silver and bronze wrestling medalist and a two-time former Olympic wrestling coach (1992, 2004). He still is fit as a fiddle.

And he is preparing himself these days to meet an opponent every bit as tough as the Russians.

Gangs.

?We?re competing with the gangs,? Douglas said. ?We?re going to beat the gangs. And that?s how we?re going to ?Beat the Streets.? We?re going to outrecruit them.

?We?re going to give the kids a future. And we?re going to do things that are going to make them appreciate what they have now and the importance of athletics and sports and all the things that go along with that.

?These kids that are in athletics are usually around the right type of people. I believe in the right time, the right place, the right people and the right attitude and you get the right results.?

If it looked like Douglas was having just as much fun at Shepard as he had at The Grapple in the Big Apple (the United Stated defeated Russia 4-3 on June 7), then there was good reason. He has come full circle in his life.

His grandparents raised him in a poor coal-mining community in eastern Ohio. He found wrestling. And he became a trailblazer for black athletes and coaches in the sport during a meteoric rise that saw him climb from a Bridgeport state champ to the top of the wrestling mountain.

Douglas defeated Dan Gable 11-1 in a freestyle match during the Olympic Trails in Ames, Iowa, in 1968.

When he stopped wrestling, he turned to coaching. He built Arizona State into a collegiate powerhouse and led the Sun Devils to the only NCAA title ever won by a school west of the Rocky Mountains. He went on to Iowa State and coached Cael Sanderson to a gold medial in the 185-pound weight class at the 2004 Olympic Games in Athens.

Douglas still lives in Ames with his wife, Jackie. His story in chronicled by Craig Sesker in the book ?Bobby Douglas: Life and Legacy of an American Wrestling Legend.?

He is happy to talk about his roots, just as many of the best wrestlers in U.S. history are happy to talk about his influence on them, the list of Who?s Who running the gamut from Gable and Sanderson, to Dave Schultz and John Smith, Kevin Jackson and Bruce Baumgartner, Kenny Monday and Zeke Jones.

?It goes right to the core of where I came from, my high school coach (George Kovalick), I?m just following in his footsteps,? Douglas said. ?I had a great high school coach. I had great college coaches (at West Liberty University, Wheeling, W.Va.) and I?ve been around great coaches.

?It?s time for me to give back. I don?t have a whole lot of time left. But what time I do have I?m going to try and impart what knowledge I have on these kids.?

Nick Passolano has witnessed Douglas work his magic first-hand. Back in the day, Passolano was a standout wrestler at Providence Catholic High School. He went on to become a four-time NCAA qualifier at Iowa State.

Passolano said Douglas once told him he was the slowest recruit he ever signed with the Cyclones?the result of two bum knees he tore up while wrestling with the Celtics.

Passolano showed a willingness to work. And that struck a chord with Douglas.

Nick is married now and the father of a 2-year-old girl. He works as an underwriter for Nationwide Insurance and coaches wrestling at Dowling Catholic High School in Des Moines, Iowa.

?Bobby is not just a great coach,? Passolano said. ?He?s a great mentor and father figure, somebody I really looked up to leaving home and really starting my new life (after attending Providence).

?I learned a little wrestling technique but so many more life lessons that he was able to teach me. I call him today. We still keep in touch. It?s more about, ?How?s your family doing? How are you doing? How?s your career?? He prepares you for life after wrestling.?

Douglas? appearance at Shepard was made possible by the Passolano brothers. Nick drove his old coach over from Iowa. Dom Passolano coaches football at Shepard and recently launched the Astro Wrestling Club.

?We started the kids wrestling program here at Shepard, and we wanted to promote the sport within the area,? Dom Passolano said. ?The head wrestling coach here?Scott Richardson?he coached my brother at Providence. And we were trying to bring attention to the sport, and I talked to Nick. He was like, ?Let?s get coach Douglas in.' Coach Douglas is an ambassador for the sport.

?He?s very giving and wants to spread and advance the sport and get kids involved. He knows what it can do for kids from all different types of communities?it's wrestling as an outlet for kids.?

Douglas said the mission of the ?Beat the Streets? program is to expand and develop wrestling in inner-city and metropolitan areas from the youth through the Olympic level. While anchored in New York City now, Douglas noted the program traces its roots to the old Mayor Daly Organization in Chicago and the Southland?s Harvey Twisters wrestling club.

?The problem that we have is our kids are starting to learn how to wrestle Olympic-style when they get out of college,? Douglas said. ?We want to start them in grade school like the rest of the world.

?And this is where we?re starting?right here. We?re going to do these clinics all over America. And, by the Year 2020, we?ll dominate the Olympics again.?

Hi All,

I am trying to recertify a user programatically by getting SAFE.IDS file from user.

User receives a mail with two buttons to send their SAFE.ID file for merging.

Button 1:
Using the Command "UserIDCreateSafeCopy" to create safe copy of the user ID. Here user can select his desired location to save the safe ID file.
Button 2: Using ''@RegQueryValues, search HKEYs in registry and get the last saved location (OPenSaveMRU) of this ID file.

In XP, it is working perfectly.

Problem:
When it comes to Windows7, HKEY values in registry are in HEX format.

I tried to combine the above two buttons functionalities in a single button using the below link.

Again, in XP it is working fine, but in Windwos7, it fails, not sure what is going wrong.

So, can anyone throw some light & provide your inputs or comments.
1. Is there a way to convert HEX into normal text like 'C:\Desktop\...' using Lotus script
2. Is there a way to create SAFE.IDS file using Lotus script ? (searched with no luck)
3. Is there any Notes.ini setting in Notes which captures the last saved file location from Notes? - 'FileDlgDirectory' in Notes.ini behaving weired, always shows 'Desktop' irrespective of the last file saved location.
4. Is it possible to store\detach\copy in a memo the SAFE.ID when save file dialog box opens from the Command "UserIDCreateSafeCopy"

Islamist joy as Morsy elected Egypt president

CAIRO (Reuters) - Islamist Mohamed Morsy was declared Egypt's first freely elected president on Sunday, sparking joy among his Muslim Brotherhood supporters on the streets who vowed to wrest more power from armed forces reluctant to cede ultimate control.

But many Egyptians, and anxious Western allies, urged Morsy to work fast to repair a country economically stricken and bitterly divided since the overthrow of Hosni Mubarak fractured the police state which had suppressed dissent for decades.

Morsy defeated former general Ahmed Shafik in a run-off last weekend by a convincing 3.5 percentage points, or nearly 900,000 votes, taking 51.7 percent of the total, officials said.

The announcement ended a week of angry disputes over the count in the poll to replace Mubarak, pushed aside by his fellow officers 16 months ago to appease the Arab Spring revolution.

In his first address to the people, many of whom voiced fears of Islamic law and a threat to secular traditions, Morsy insisted: "I am today a president to all Egyptians.

"There is no room now for the language of confrontation," he said. "This national unity is now the route Egypt must take to move itself beyond this difficult period."

The military council which has ruled the biggest Arab nation since February 11, 2011, curbed the powers of the presidency by decree last week, meaning the head of state will have to work closely with the army on a planned democratic constitution.

The generals say they want to hand over to civilian rule but are plainly set on defending their privileges and suspicious of the ability of Egypt's fragmented, and long oppressed, political movements to establish a stable constitutional democracy.

Calling it a "milestone in their transition to democracy", the United States, the army's key sponsor and also long wary of the rise of political Islam, joined other Western powers in congratulating Morsy and calling on him to form a government of national unity that would respect all Egyptians' civil rights.

BROTHERHOOD WANTS MORE

Brotherhood officials, speaking as supporters turned Cairo's Tahrir Square into a roaring sea of flags and chants of "Allahu akbar!" (God is greatest), said they would press on with protest vigils to demand that the ruling military council cancel this month's dissolution of the Islamist-led parliament and a decree which gave the generals powers that will restrict the president.

"Morsy is the first truly democratically elected president in Egypt," the Brotherhood's Yasser Ali told Reuters. "He has the legitimacy and will sit down with the military council and all the political forces to resolve the outstanding issues."

"Speak! Have no fear! The military must go!" crowds chanted on Tahrir Square, seat of the revolt. But like Morsy, other officials in a movement that opposed Egypt's army for six decades and was the inspiration for Islamist parties across the region, said they wanted to avoid outright confrontation.

There were some isolated scuffles in parts of Cairo between rival groups. Several hundred Shafik supporters in the middle-class suburb of Nasr City chanted "Save Egypt! The Brotherhood will destroy it!", while soldiers tried to keep traffic moving.

Field Marshal Hussein Tantawi, who heads the ruling Supreme Council of the Armed Forces (SCAF), called to congratulate the 60-year-old Morsy on his victory, state television said.

How these two men cooperate will determine Egypt's uncertain path from revolution to democracy and its relations with wary Arab and Western allies: Tantawi was Mubarak's defense minister for 20 years and has been close to the Pentagon; Morsy, jailed more than once under the old regime, has a doctorate in engineering from the University of Southern California.

"We thank God for reaching this historic moment, this luminous moment which Egyptians achieved by their own hands, their blood, their tears and their sacrifices," Morsy said, calling his election a "victory of the national will".

DISMAY FOR DIEHARDS

Those who voted for Shafik as a bulwark against a religious rule that they fear will mean intolerance and alienation from the West were fearful: businessman Maged Abdel Wadud, 45, who had gathered with others at a hotel hoping to greet a victorious Shafik said: "This is a very bad day for Egypt.

"I am so, so upset. I can't imagine this man becoming a president of Egypt. This is the beginning of the end for Egypt."

Some of those backing Shafik accused the military council and Tantawi of "selling out" to the Brotherhood. But a source close to the council itself insisted the election had been entirely fair, in contrast to those under Mubarak.

Describing it as "a true example of democracy to the world" the military council source stressed the pressure was now on Morsy to take responsibility - something many think might backfire on the Brotherhood if Egypt remains in crisis:

"The onus now is on the new president to unite the nation and create a true coalition of political and revolutionary forces to rebuild the country economically and politically," the source said. "The world is now watching the new president."

WESTERN CONCERN

Western powers, and Israel, have been concerned about the Islamist turn in Egypt. But Washington and Europe, both big aid donors, have also pressed the military to accept democracy, while urging the Brotherhood to respect all Egyptians' rights - notably those of women and the large Christian minority.

A White House spokesman, naming women and Christians as important interest groups said: "It is important for President-elect Morsy to take steps at this historic time to advance national unity by reaching out to all parties and constituencies in consultations about the formation of a new government."

The British and French governments echoed that sentiment.

In Israel, at war with the Brotherhood's Palestinian offshoot Hamas, Prime Minister Benjamin Netanyahu said he "respected" the democratic outcome in Egypt and expected to continue cooperation under the two states' peace treaty.

Morsy, in a televised statement behind a presidential crest, said he would honor all international treaties, while not mentioning the Jewish state by name in a speech punctuated by religious language never used by his secular predecessor.

In Hamas-run Gaza, where Palestinians hope Morsy may end Cairo's cooperation with an Israeli blockade, celebratory gunfire rattled across the crowded coastal territory.

Iran, which is at odds with most Arab states, welcomed what it called an "Islamic awakening" in Egypt.

A senior Western diplomat in Cairo called it "a triumph over the politics of fear and prejudice" and said: "The Muslim Brotherhood are far from a perfect organization, but Morsy's election represents a genuine result for the revolution."

He said he did not expect the movement to push its complaints so far as to provoke the military to hit back hard: "The Muslim Brotherhood will take what they've got - a prize unimaginable to them 18 months ago," the diplomat said. "An imperfect presidency is way better than none at all.

"It's part of the new and delicate act of political compromise, part of Egypt's new cohabitation."

LIBERALS CAUTIOUS, CHRISTIANS GLOOMY

Half of those who voted in last month's first round of the election backed neither Morsy nor Shafik and many who voted in the run-off voted negatively - either against Morsy's religious agenda or against Shafik as a symbol of military rule.

"We voted for Morsy reluctantly to prevent Shafik from getting in because if he were president, we would all be hanged," said Mohamed Abdel Latif, 28, a youth activist in the second city of Alexandria. "From today, we will oppose Morsy.

"The Brotherhood must remember that they won because of us and they shouldn't repeat the mistakes of the past."

Hamdeen Sabahy, the secular leftist who finished a close third behind Shafik in the first round, called on Morsy to "swiftly form a national presidential administration and a government that expresses national reconciliation".

Shafik, a former air force commander and Mubarak's last prime minister, offered his congratulations and said he was willing to serve in Morsy's administration if asked.

He had the support of many in Egypt's 10-percent Coptic Christian minority, many of whom reacted gloomily to the outcome. Ehab Aziz of the Coptic American Friendship League said fellow Christians were worried they would face special taxes, as some interpretations of Islamic law suggest for non-believers.

Joe Fahim, 29, a Christian in Cairo, said he felt "apathetic", adding: "For most Copts though, it's doomsday."

MORSY TO STRUGGLE FOR CONTROL

Analysts warned that Morsy may struggle to bring Egyptians the stability and prosperity they yearn for after stagnation and corruption under Mubarak, followed by 16 months of crisis.

"President Morsy will struggle to control the levers of state," Elijah Zarwan, senior policy fellow at the European Council on Foreign Relations, said in Cairo.

"He will likely face foot-dragging and perhaps outright attempts to undermine his initiatives from key institutions. Faced with such resistance, frustration may tempt him to fall into the trap of attempting to throw his new weight around," Zarwan told Reuters. "This would be a mistake.

"His challenge is to lead a bitterly divided, fearful, and angry population toward a peaceful democratic outcome, without becoming a reviled scapegoat for continued military rule."

Morsy has promised an "Egyptian renaissance with an Islamic foundation". Yet the stocky, bespectacled party official appears something of an accidental president: he was only flung into the race at the last moment by the disqualification on a technicality of Khairat al-Shater, the group's preferred choice.

With a stiff and formal style, Morsy cast himself as a reluctant latecomer to the race, who cited religious fear of judgment day as one of his reasons for running. He struggled to shake off his label as the Brotherhood's "spare tire".

Questions remain over the extent to which Morsy will operate independently of other Brotherhood leaders once in office: his manifesto was drawn up by the group's policymakers. The role Shater might play has been one focus of debate in Egypt.

Turnout was only 51.8 percent of the 50 million-strong electorate, slightly up on the first round but indicative still of a nation unused to having its voice heard without risking punishment and uncertain of the worth of the candidates.

Palestinians push Nativity church as Heritage site

(AP) ? The Church of the Nativity in Bethlehem is becoming the church of contention, with a bid by the Palestinians to use their position as the newest members of the U.N.'s cultural arm to obtain World Heritage status for the iconic Christian site ? and perhaps boost their own campaign for legitimacy.

The effort by the Palestinian Authority, like its overall efforts for global recognition for an independent Palestinian state, is drawing resistance. And it may fail at the World Heritage Committee meeting that starts Sunday.

An experts committee has turned down the emergency bid to quickly confer on the Church of the Nativity, and its pilgrimage route, the status as an endangered World Heritage site, saying the application needs more work. Even custodians of the holy site, the Greek Orthodox, Roman Catholic and Armenian churches are opposed, according to a document obtained by The Associated Press.

The church ? which drew some 2 million visitors last year and parts of which are 1,500 years old ? stands above the grotto that Christians believe was the birthplace of Jesus. The Palestinians' application asks for recognition as a site of "outstanding universal value" urgently in need of attention.

There is concern by the United States and others that the Bethlehem holy site and the integrity of the World Heritage process risk falling victim to the politics that for decades have torn the region asunder, with the Palestinians using their foothold in the U.N. system to grab symbolic recognition of their elusive bid for statehood in a long-disputed land.

The World Heritage candidacy of the Church of the Nativity and the pilgrimage route is one way for the Palestinians to prove they are responsible stewards of the site which draws tourists the world over. Above all, it is part of a broader attempt by Palestinian President Mahmoud Abbas to seek international recognition for a state of Palestine after its controversial backdoor entry into the U.N. system.

Negotiations with Israel on the terms of a Palestinian state have been frozen since 2008, mainly because Abbas and Israel's hardline prime minister, Benjamin Netanyahu, have failed to reach enough common ground for meaningful talks.

Meantime, Abbas has tried to create new leverage, including with a quest for U.N. membership for a state of Palestine in the West Bank, Gaza and east Jerusalem, the territories Israel occupied in 1967. The U.N. bid has been stalled for months, but Abbas hopes to garner recognition for Palestine wherever possible, including with a nod from UNESCO for Bethlehem.

Angry at Palestinian membership in UNESCO, the United States pulled its $80 million in annual dues ? 22 percent of the overall budget ? from the Paris-based organization after the October vote that made the Palestinians the 195th member.

Bucking the bad feedback, the Palestinians refused to follow UNESCO custom and withdraw the candidacy ? as the French did with their emergency bid for the Chauvet cave, with its hundreds of prehistoric drawings, when it got a negative recommendation from the experts.

The Palestinians now risk losing face at the World Heritage Committee meeting from Sunday until July 6 in Saint Petersburg, Russia, when 33 sites from around the world will be considered for the coveted World Heritage status.

A surprise thumbs up could feed rancor and rivalries in a volatile region, within the church itself and perhaps at the U.N. Educational, Scientific and Cultural Organization.

Already, the Palestinian ambassador to UNESCO, Elias Sanbar, has denounced a "persistent campaign of rumors" at the organization.

Protecting the cultures of the world is among UNESCO's core missions and there is little doubt the Church of the Nativity ? with a longstanding problem of leaks from the roof ? is in need of repair. A program administered by the Palestinians is already in progress.

Located in the Israeli-controlled West Bank, it is managed by three churches, each jealous of its role as custodian of the site, defined under an agreement dating back to the Ottoman Empire.

With a big measure of diplomacy, the leaders of the Greek Orthodox, Catholic and Armenian churches rebuffed the Palestinian proposal, politely reserving judgment on its reasons.

"In our opinion, we do not think it opportune to deal with this request that the Basilica and its entire complex be included in the list of World Heritage sites, due to different considerations," read a letter to Palestinian Authority Mahmoud Abbas signed by the three leaders. A copy of the letter was obtained by The Associated Press.

Among other things, a World Heritage designation raises fears that the delicate arrangement of custodianship might be disturbed. Fights among priests using broomsticks have been known to break out in the past over a perception that boundaries are being overstepped.

"When it comes to the Church of the Nativity, no one can interfere," said Yousef Daher of the World Council of Churches in Jerusalem. "They (the Palestinian Authority) figured it wrong." He called the Palestinian bid a "surprising request."

"A church is a church, it shouldn't become a world heritage. It's a sacred place and its ownership is not for anyone," Daher said.

The Palestinian emergency application cites lack of regular restoration on the church due to the political situation since 1967 when Israel occupied the territories and difficulties procuring equipment because of lack of free movement imposed by Israeli forces.

Though Israel captured the West Bank, it turned much of Bethlehem over to the Palestinian Authority in the 1990s.

The U.S. State Department did not hide its disapproval of the Palestinians' emergency bid.

"We are disappointed by the Palestinians' intention to push through an emergency inscription against the recommendation of UNESCO's own experts and without thoroughly consulting all stakeholders," a statement said. It made clear that Washington's objection stems from the rush job that an emergency candidacy implies and which prevents a full review including by those with a stake in the outcome.

"We hope the Committee will act responsibly as good stewards of the World Heritage Convention, rather than allowing yet another U.N. forum to become a victim of politicization," the U.S. statement said. "The site is sacred to all Christians."

An experts report, conducted for UNESCO by the Rome-based International Council on Monuments and Sites, which reviews all applications, concluded that the Palestinians failed to show that damage or dangers to the Church of the Nativity "make its condition an emergency that needs to be addressed ... for immediate action necessary for the survival of the property."

It suggests the application be resubmitted under normal procedures with fuller detail. That takes about 18 months, meaning it could be re-nominated in 2014.

"Palestinians are continuing with their bid, and they are still hopeful and optimistic that they will succeed," said Palestinian government spokesman Ghassan Khatib. He declined to elaborate.

The Palestinian delegation to UNESCO refused any comment until after the Saint Petersburg meeting. However, a letter circulating among delegations suggested a plot was afoot.

In a letter, Ambassador Sanbar denounced a campaign of pressure against the bid from "those who do not want to see Palestine exercise its legitimate rights."

The June 11 letter, a copy of which was obtained by The Associated Press, included what is purported to be a statement of support for Palestinian leader Abbas signed in type by the Roman Catholic and Greek Orthodox leaders, noting the Armenian was absent.

That letter "gave some delegations the impression that the churches had changed their opinion and were no longer opposed to the inscription," said one UNESCO official. "Was it designed for that purpose? I don't know."

The official asked not to be identified because of the sensitivity surrounding the Palestinian bid.

Despite fears by some that Palestinian backers on the committee will win the church the emergency designation as an endangered World Heritage site, others say it would be highly unusual for the voting committee to ignore the experts' negative recommendation.

"The committee is a sovereign body. Experts are there to give expert advice that is usually taken on board," said UNESCO spokeswoman Sue Williams.

Win or lose, the Palestinians are looking to putting their mark on other sites under their purview, including historic Bethlehem.

That gets a green light from the custodial churches at the Nativity ? as long as the church itself stays off limits.
