Chili cook-off for a good cause - News, Weather and Sports for ...

On a cold day, more than one hundred people came together for the fourth annual chili cook?off.

Agents from both Home and Woods Bros Real Estate put together their own recipes and competed for the title of having the best chili.

It's a fundraiser where all the money raised goes to the local American Cancer Society.

"We've had a lot of cancer within our organization and it's just affected so many families, so many agents, that we wanted to do something and this was our way of participating and trying to help find a cure," HomeServices of Nebraska CEO, Gene Brake said.

Three celebrity judges including Channel 8's Rod Fowler scored each of the soups.? The winner went home with a trophy and joins winners from the past years on a plaque.

Event organizers say the cook?off has grown every year.? Last year they raised nearly?3,000 dollars, and donated half to support an agent's transplant fund.

It's something they say they'll continue to do in the future to help find a cure.

"The fellowship is great, the charity is great and the chili is fabulous."

The winner this year is Karalyn Hoefer with her southwest chicken soup.

A?little more than?2,000 dollars was raised at Wednesday's event for the American Cancer Society.

NASA's Van Allen Probes reveal a new radiation belt around Earth

Feb. 28, 2013 ? NASA's Van Allen Probes mission has discovered a previously unknown third radiation belt around Earth, revealing the existence of unexpected structures and processes within these hazardous regions of space.

Previous observations of Earth's Van Allen belts have long documented two distinct regions of trapped radiation surrounding our planet. Particle detection instruments aboard the twin Van Allen Probes, launched Aug. 30, quickly revealed to scientists the existence of this new, transient, third radiation belt.

The belts, named for their discoverer, James Van Allen, are critical regions for modern society, which is dependent on many space-based technologies. The Van Allen belts are affected by solar storms and space weather and can swell dramatically. When this occurs, they can pose dangers to communications and GPS satellites, as well as humans in space.

"The fantastic new capabilities and advances in technology in the Van Allen Probes have allowed scientists to see in unprecedented detail how the radiation belts are populated with charged particles and will provide insight on what causes them to change, and how these processes affect the upper reaches of Earth's atmosphere," said John Grunsfeld, NASA's associate administrator for science in Washington.

This discovery shows the dynamic and variable nature of the radiation belts and improves our understanding of how they respond to solar activity. The findings, published February 28 in the journal Science, are the result of data gathered by the first dual-spacecraft mission to fly through our planet's radiation belts.

The new high-resolution observations by the Relativistic Electron Proton Telescope (REPT) instrument, part of the Energetic Particle, Composition, and Thermal Plasma Suite (ECT) aboard the Van Allen Probes, revealed there can be three distinct, long-lasting belt structures with the emergence of a second empty slot region, or space, in between.

"This is the first time we have had such high-resolution instruments look at time, space and energy together in the outer belt," said Daniel Baker, lead author of the study and REPT instrument lead at the Laboratory for Atmospheric and Space Physics (LASP) at the University of Colorado in Boulder. "Previous observations of the outer radiation belt only resolved it as a single blurry element. When we turned REPT on just two days after launch, a powerful electron acceleration event was already in progress, and we clearly saw the new belt and new slot between it and the outer belt."

Scientists observed the third belt for four weeks before a powerful interplanetary shock wave from the sun annihilated it. Observations were made by scientists from institutions including LASP; NASA's Goddard Space Flight Center in Greenbelt, Md.; Los Alamos National Laboratory in Los Alamos, N.M.; and the Institute for the Study of Earth, Oceans, and Space at the University of New Hampshire in Durham.

Each Van Allen Probe carries an identical set of five instrument suites that allow scientists to gather data on the belts in unprecedented detail. The data are important for the study of the effect of space weather on Earth, as well as fundamental physical processes observed around other objects, such as planets in our solar system and distant nebulae.

"Even 55 years after their discovery, the Earth's radiation belts still are capable of surprising us and still have mysteries to discover and explain," said Nicky Fox, Van Allen Probes deputy project scientist at the Johns Hopkins University Applied Physics Laboratory in Laurel, Md. "We thought we knew the radiation belts, but we don't. The advances in technology and detection made by NASA in this mission already have had an almost immediate impact on basic science."

The Van Allen Probes are the second mission in NASA's Living With a Star Program to explore aspects of the connected sun-Earth system that directly affect life and society. Goddard manages the program. The Applied Physics Laboratory built the spacecraft and manages the mission for NASA.

Preparation key for IT job interviews | Quantica Technology

In the IT sector, getting a foot in the door is crucial for any potential candidate fresh out of university.

Whether it be a business intelligence analyst job or an IT business analyst job, these positions will require a person to have a sit-down interview. A killer CV is obviously an important part of landing any new role at a company, but failure to prepare thoroughly for the interview could be the stumbling block and ultimately ruin a candidate's chances at getting their dream job.

Writing in the Newcastle newspaper The Journal, Bill Midgley, a north-east business executive, explains that for any student to excel at an interview they need to do their research before they even step in the room. Even the finer details such as dress sense can be a crucial factor and postgraduates should gauge the type of company they want to work and therefore pick the right clothes accordingly.

Mr Midgley wrote: "Business often criticises the world of teaching at all levels, so an opportunity to have an input and help young people understand just what that daunting world of work will expect of them must be taken. Surely we, as business, have that obligation to those who will be the future."

While having an extensive CV may give the candidate a sense of pride, Mr Midgley explains that long letters can be a turn-off for an employer. This is especially important when it comes to a position that is oversubscribed and this comes into consideration in the IT sector.

A recent study by FAST50 showed that demand within the IT job industry is growing at a rapid pace. Recruiter magazine stated that the profession now accounts for 24 per cent of the entire market. These figures are based on annual sales growth over a three-year period and have displayed the prowess of the sector.

The rankings note that the profession is currently booming and students leaving university will have to impress if they want to land that key job.

DARPA trying again to develop a highspeed VTOL aircraft

If at first your unmanned aerial vehicles don't succeed... try, try again? After a series of unsuccessful tests with the Boeing X-50 Dragonfly and Groen Heliplane, the US government is once again trying to develop a high-speed, vertical takeoff-and-landing (VTOL) aircraft. DARPA just announced the VTOL X-Plane program, a 52-month, $130 million project with one mission: to build an aircraft that can exceed 300 knots, achieve a hover efficiency of 75 percent or better, and hit a cruise lift-to-drag ratio of 10 or more.

In layman's terms, such an aircraft would be faster than a traditional helicopter, but still have better hover efficiency than a modern high-speed 'copter. Sounds like a sensible idea, right? The thing is, DARPA doesn't know yet how such a thing would look: for now, the agency is merely soliciting proposals, with a particular emphasis on smaller, non-traditional companies nimble enough to develop products quickly. Carat Media will help Sony launch the PlayStation 4

Sony Computer Entertainment America has hired Carat Global to handle the company's media business. Carat Global replaces Deutsch L.A., the company that was also replaced as SCEA's creative agency a few weeks ago.

"All of the participating agencies presented outstanding approaches during the selection process," said SCEAs senior vice president of PlayStation brand marketing Guy Longworth. "Carat presented an innovative model that will drive significant marketing value to SCEA, and we look forward to partnering with them."

"Deutsch has been an excellent partner for SCEA over the last six years, and we would like to thank them for their dedicated service to our business," Longworth added.

Carat Global and BBH New York will now work together to put a new face on Sony's PlayStation brand.

What does The Undertaker's return in Texas mean?

The Deadman rose again in Texas this past weekend.

To the shock of the assembled denizens of the WWE Universe, The Undertaker haunted WWE with his presence for the first time in nearly a year when he made his surprise return to the ring at a WWE Live Event in the Lone Star State. The Phenom?s appearance was somewhat unusual by his standards. He did not lay a solo challenge at the feet of any Superstars, but instead joined forces with former World Heavyweight Champion Sheamus in a tag team bout against Damien Sandow and Intercontinental Champion Wade Barrett. It?s safe to say the presence of the former WWE Champion was a welcome sight to the assembled crowd, to say nothing of the outnumbered Sheamus. But The Undertaker?s return, awe-inspiring though it was, has still left the WWE Universe with more questions than answers.

For one, now that The Deadman has staked claim to his ?yard? once again with an appearance in a WWE ring, does that mean he is likely to repeat the feat on Raw anytime soon? The last time Undertaker appeared on WWE television was at Raw 1,000, where he aided his brother Kane in dispatching a squadron of unruly Superstars hell-bent on attacking The Big Red Monster. Triple H promised some months later at the 2012 Slammy Awards that the WWE Universe had not seen the last of The Phenom, and this appearance in Texas fulfilled The King of Kings? prophecy.

But it seems unlikely that this is all The Deadman has in store for the WWE Universe. Granted, a Superstar as mercurial and legendary as The Undertaker certainly has earned the clout to come and go as he pleases, and it is entirely possible that battling Barrett and Sandow was something he?d felt like doing for some time. But the WWE Universe should first remember that WrestleMania season is upon us and no one has yet to come forth to tempt fate by challenging The Undertaker?s 20-0 streak on The Grandest Stage of Them All. By this time last year (and in fact, the year before that), a challenger had already either emerged or been chosen by Undertaker himself. So perhaps The Deadman?s appearance in Texas was not so much an act of camaraderie toward Sheamus as a reminder to everyone else ? from Barrett and Sandow all the way on up to WWE Champion The Rock ? that he is still out there, waiting for a brave soul to step forward and test their worth in the shadow of New York City.

Triple H was right. The Undertaker has returned. For the WWE Universe, it is a blessing. For the WWE locker room, it could be a curse. It is a conundrum. It is a friendly reminder. It is a welcome sight and maybe, just maybe, it is an open challenge. Whether anyone responds appropriately is all that?s left to be seen.

Video claims Nigeria sect holds 7 French hostages

LAGOS, Nigeria (AP) ? A video posted online Monday apparently shows seven French hostages kidnapped from northern Cameroon, with a masked militant claiming the radical Islamic group Boko Haram from neighboring Nigeria holds them.

The video, posted to YouTube and mentioned on a jihadist website, shows one of two French men reading a statement, with a woman in between them. Four children sit on the ground near them, flanked by two masked militants wearing camouflage uniforms and holding rifles.

A masked militant in front says in the video that Boko Haram kidnapped the French hostages, a family of three adults and four children who were taken from outside a national park in Cameroon's Far North Region on Feb. 19. A black banner in the background, bearing the images of the Quran flanked by two Kalashnikov assault rifles, also resembles a symbol previously used by Boko Haram.

The man says the kidnappings came due to the French military intervention in northern Mali, where its troops have fought with Malian soldiers against Islamic extremists who took over the north in the months following a coup last year. The man also threatens the Nigerian and Cameroonian government, calling on them to release their imprisoned members.

"Let the French president know that he has launched war against Islam and we are fighting him everywhere," the man says in Arabic. "Let him know that we are spread everywhere to save our brothers."

The man threatens to kill the French hostages if the group's demands are not met.

The Associated Press could not immediately confirm the video's authenticity Monday, though it shares similarities with some Boko Haram propaganda videos published in the past.

However, in this video, the man speaks entirely in Arabic, while other Boko Haram videos have its leader Abubakar Shekau also speaking the Hausa language of Nigeria's predominantly Muslim north. Boko Haram has not published a video featuring hostages before. The video appears to have been filmed outside, as prayer mats hung in the background sway in a breeze.

French Foreign Minister Laurent Fabius said in a statement that "for us, these images are horribly shocking. They show cruelty without limits." He said France is fully mobilized to free the hostages but "verifications needed in these circumstances" are under way.

Prime Minister Jean-Marc Ayrault of France told journalists his country's intelligence services are analyzing the video and "examining the nature of the demands."

The French gas group GDF Suez last week identified the captives as an employee working in Yaounde, the Cameroon capital, and his family. The group was vacationing in the north, a company statement said without elaborating. Cameroonian and Nigerian soldiers continue to search for them in the arid, rural border region the two countries share in West Africa.

Waza Park, a natural wildlife reserve in Cameroon's Far North Region attracts mainly foreign tourists. But the area often suffers from raids by bandits lurking in Cameroon, Chad and neighboring Nigeria, who abduct locals for ransom. A local witness told the AP he saw gunmen on motorcycles abduct the tourists on Feb. 19.

Boko Haram ? which means "Western education is sacrilege" ? has launched a guerrilla campaign of bombings and shootings across Nigeria's predominantly Muslim north. It is blamed for at least 792 killings last year alone, according to an AP count. It is known to have ties to al-Qaida in the Islamic Maghreb, or AQIM, an Algerian-based group that opened a front in Mali.

The sect, which typically speaks to journalists in telephone conference calls at times of its choosing, could not be immediately reached for comment Monday.

Boko Haram remains highly fragmented, without a clear command-and-control structure. One splinter organization launched from Boko Haram appears to be Ansaru, which has claimed the recent north Nigeria kidnappings of a British citizen, a Greek, an Italian, three Lebanese and one Filipino, all employees of a Lebanese construction company called Setraco. The group earlier claimed the kidnapping in December of a French national working on a renewal energy project in Nigeria's northern Katsina state.

However, the video claiming the kidnapping comes after supposed Boko Haram leaders denied this weekend that they took part in the kidnapping of the seven French citizens ? leading to more questions about who actually remains in control of the group. Shekau hasn't been seen in a video since late November.

A total of 15 French citizens are currently being held in western Africa. In addition to the seven kidnapped in Cameroon, there is one other in Nigeria and seven thought to be in northern Mali.

Brain's 'stroke shielding' cracked

A part of the brain's ability to shield itself from the destructive damage caused by a stroke has been explained by researchers.

It has been known for more than 85 years that some brain cells could withstand being starved of oxygen.

Scientists, writing in the journal Nature Medicine, have shown how these cells switch into survival mode.

They hope to one-day find a drug which uses the same trick to protect the whole brain.

Treating a stroke is a race against time. Clots that block the blood supply prevent the flow of oxygen and sugar to brain cells, which then rapidly die.

But in 1926, it was noticed that some cells in the hippocampus, the part of the brain involved in memory, did not follow this rule.

"They're staying alive when the prediction would say that they should die," said Prof Alastair Buchan from Oxford University who has investigated how they survive.

I'm a survivor

Experiments on rats showed that these surviving-cells started producing a protein called hamartin - which forces cells to conserve energy. They stop producing new proteins and break down existing ones to access the raw materials.

When the researchers prevented the cells from producing hamartin, they died just like other cells.

Prof Buchan said: "We have shown for the first time that the brain has mechanisms that it can use to protect itself and keep brain cells alive."

Their aim is to develop a drug that can produce the same effect, which could be given when an ambulance arrived. This would buy the brain time until clot-busting drugs could be given in hospital.

The researchers do not know why these cells have this defence, but other nearby cells in the hippocampus do not. There are differences in function. The cells that die are known as CA1 cells which are very plastic and are involved in laying down memories whereas the surviving, or CA3, cells are less adaptable.

Speaking to BBC News online, Prof Buchan said the focus of this research was on "ways to keep brain cells alive" which could have impacts beyond stroke - such as in Alzheimer's disease and spinal cord injuries.

Commenting on the study, Dr Clare Walton from the Stroke Association said: "Previous research has shown that some brain cells are naturally more resilient than others, and this study has identified a particular protein in the cells that is responsible.

"In the future, researchers could try to turn on this protein in other, less resilient brain cells to reduce the brain damage caused by stroke.

"The findings of this research are exciting, but we are still a long way off from developing a new stroke treatment."

Feds to probe Ford cars and SUVs for stalling

(AP) ? The National Highway Traffic Safety Administration says it will investigate problems with stalling or surging engines in nearly 725,000 Ford cars and SUVs.

The probe affects Ford Escape and Mercury Mariner SUVs and Ford Fusion and Mercury Milan sedans from the 2009 through 2011 model years.

The vehicles can unexpectedly go into "limp home mode" at reduced power, the agency said in documents posted Monday on its website. NHTSA and Ford have received almost 1,500 complaints about the problem. There were three crashes and one injury.

NHTSA began looking into the cars and SUVs after getting a request from the North Carolina Consumers Council last year. Nonprofit safety groups and consumers can petition the agency to investigate vehicle problems.

The cars and SUVs haven't been recalled, but the investigation could lead to a recall.

The Fusion and Milan are nearly identical cars with the same engines, as are the Escape and Mariner. Ford scrapped the Mercury brand in 2010.

The North Carolina organization said it received two complaints about 2009 Escapes that had been diagnosed with throttles either stuck open or closed. The group said that owners reported repeated stalling and surging.

Ford told NHTSA that vehicles made from June 22, 2009, to Oct. 15, 2009, may have faulty printed circuit boards that control the throttles. Ford and its throttle body supplier, Delphi Corp., changed the circuit board manufacturing process after Oct. 15, 2009. That resolved the problem, NHTSA said in documents posted Monday on its website.

NHTSA said it analyzed 123 complaints about the cars or SUVs going into what's known as limp mode, in which vehicle speed was limited to 20 mph or 900 engine revolutions per minute. Drivers may interpret the limp mode as stalling, even though the engines still move the vehicles, the agency said. Vehicles usually go into limp mode when computers detect an engine problem. This allows drivers to get to a safe place while protecting the engine from damage.

Power surges appear to happen when the engine revolutions fluctuate to prevent stalling during limp mode, the agency said.

But even though Ford said the throttle problem with the Escape was resolved with the manufacturing change, NHTSA still decided to investigate vehicles from the 2010 and 2011 model years. The agency says it received 59 complaints of engine stalling in 2010 and 2011 Fusions. Eighty percent of the complaints were received starting in March of 2012, showing an increasing trend, the agency said.

In addition, Ford has received 27,505 warranty claims in which the throttle bodies were repaired or replaced, NHTSA said.

Ford said Monday that it's cooperating with NHTSA on the investigation.

The Dearborn, Mich., automaker has been hit by a series of safety recalls on new versions of the Fusion and Escape, two of its most important products. Ford says it has fixed those problems, and it expects U.S. market share to go up this year as new products go on sale.

Ford shares fell 23 cents to $12.25 in Monday afternoon trading. The stock has traded in a 52-week range of $8.82 to $14.39.

Barnes & Noble looking to scale back on hardware efforts

Barnes & Noble may be aiming to lower the investment it puts into its Nook hardware efforts, sources of the New York Times report. Following less than stellar results in its Nook division -- which encompasses e-readers, tablets and e-book sales -- B&N executives are looking into the amount of money they spend on devices that aren't directly profitable. The Nook tablets, which are well known for being cheap for their hardware and relatively easy to hack, are simply too low margin for the nation's largest book chain to be focusing on.

“They are not completely getting out of the hardware business, but they are going to lean a lot more on the comprehensive digital catalog of content,” reports the unnamed source.

The hope going forward, it seems, will be for B&N to focus on licensing its software and content to other manufacturers to take advantage of. This is a complete turn-around from last year, when the book giant expressed that Nook was to be the future of its business. It's also interesting to look at in comparison to Amazon, which seems quite content selling hardware at break-even (or even loss) prices to push sales of digital content. Companies can only take initiatives so far before they need to consider the bottom line, though.

Ex-Canada ambassador slighted by Affleck's "Argo"

TORONTO (AP) ? The Canadian former ambassador to Iran who protected Americans at great personal risk during the 1979 Iran hostage crisis says it will reflect poorly on Ben Affleck if he doesn't say a few words about Canada's role if the director's film "Argo" wins the Oscar for best picture Sunday.

But Ken Taylor ? who said he feels slighted by the movie because it makes Canada look like a meek observer to CIA heroics in the rescue of six U.S. citizens caught in the crisis ? is not expecting it.

"I would hope he would. If he doesn't than it's a further reflection," Taylor said. "But given the events of the last while I'm not necessarily anticipating anything."

Taylor kept the Americans hidden at the embassy in Tehran and facilitated their escape by getting fake passports and plane tickets for them. He became a hero in Canada and the United States after. The role he played in helping the Americans to freedom was minimized in the film.

"In general it makes it seem like the Canadians were just along for the ride. The Canadians were brave. Period," Taylor said.

Affleck's thriller is widely expected to win the best-picture trophy. Two other high-profile best-picture nominees this year, Kathryn Bigelow's "Zero Dark Thirty" and Steven Spielberg's "Lincoln," have also been criticized for their portrayal of some factual issues.

Affleck said in a statement Friday night he thought his issue with Taylor had been resolved.

"I admire Ken very much for his role in rescuing the six houseguests. I consider him a hero.?In light of my many conversations as well as a change to an end card that Ken requested I am surprised that Ken continues to take issue with the film," he said in a statement. "I spoke to him recently when he asked me to narrate a documentary he is prominently featured in and yet he didn't mention any lingering concerns.?I agreed to do it and I look forward to seeing Ken at the recording."

Taylor noted that former U.S. President Jimmy Carter appeared on CNN on Thursday night and said "90 percent of the contributions to the ideas and the consummation of the plan was Canadian," but the film "gives almost full credit to the American CIA."

Carter also called "Argo" a complete distortion of what happened when he accepted an honorary degree from Queen's University in Canada in November.

"I saw the movie Argo recently and I was taken aback by its distortion of what happened because almost everything that was heroic, or courageous or innovative was done by Canada and not the United States," Carter said.

Taylor said there would be no movie without the Canadians.

"We took the six in without being asked so it starts there," Taylor said. "And the fact that we got them out with some help from the CIA then that's where the story loses itself. I think Jimmy Carter has it about right, it was 90 percent Canada, 10 percent the CIA."

He said CIA agent Tony Mendez, played by Affleck in the film, was only in Iran for a day and a half.

The movie also makes no mention of John Sheardown, a deputy at the Canadian embassy who sheltered some of the Americans. Taylor said it was Sheardown who took the first call and agreed right away to take the Americans in. Sheardown recently died and his wife, Zena, called the movie disappointing.

Friends of Taylor were outraged last September when "Argo" debuted at the Toronto International Film Festival. The original postscript of the movie said that Taylor received 112 citations and awards for his work in freeing the hostages and suggested Taylor didn't deserve them because the movie ends with the CIA deciding to let Canada have the credit for helping the Americans escape

Taylor called the postscript lines "disgraceful and insulting" and said it would have caused outrage in Canada if the lines were not changed. Affleck flew Taylor to Los Angeles after the Toronto debut and allowed him to insert a postscript that gave Canada some credit.

Taylor called it a good movie and said he's not rooting against it, but said it is far from accurate.

"He's a good director. It's got momentum. There's nothing much right from Day 1 I could do about the movie. I changed a line at the end because the caption at the end was disgraceful. It's like Tiananmen Square, you are sitting in front of a big tank," he said.

(AP) ? A South African magistrate allowed Oscar Pistorius to go free on bail Friday, capping hearings that foreshadow a dramatic trial in the Valentine's Day killing of the star athlete's girlfriend.

Pistorius' family members and supporters shouted "Yes!" when Chief Magistrate Desmond Nair made his decision after a more than 1 hour and 45 minute explanation of his ruling to a packed courtroom.

Radio stations and a TV news network in South Africa broadcast the audio of the decision live, and even international channels like the BBC and CNN went live with it, underscoring the huge global interest in the case.

Nair set the bail at 1 million rand ($113,000), with $11,300 in cash up front and proof that the rest is available. The magistrate said Pistorius must hand over his passports and also turn in any other guns that he owns. Pistorius also cannot leave the district of Pretoria, South Africa's capital, without the permission of his probation officer, Nair said, nor can he take drugs or drink alcohol.

The double-amputee Olympian's next court appearance was set for June 4. He left the courthouse in a silver Land Rover, sitting in the rear, just over an hour after the magistrate imposed the bail conditions. The vehicle, tailed by a motorcycle with a TV cameraman aboard, later pulled into the home of Pistorius' uncle.

The magistrate ruled that Pistorius could not return to his upscale home in a gated community in the eastern suburbs of Pretoria, where the killing of Reeva Steenkamp took place.

Pistorius' uncle, Arnold Pistorius said: "We are relieved at the fact that Oscar got bail today but at the same time we are in mourning for the death of Reeva with her family. As a family, we know Oscar's version of what happened on that tragic night and we know that that is the truth and that will prevail in the coming court case."

Nair made the ruling after four days of arguments from prosecution and defense in Pistorius' bail hearing. During Friday's long session in Pretoria Magistrate's Court, Pistorius alternately wept and appeared solemn and more composed, especially toward the end as Nair criticized police procedures in the case and as a judgment in Pistorius' favor appeared imminent.

Nair had banned cameras from Friday's dramatic bail hearing and complained about cameras constantly "flashing" in Pistorius' face the previous three days of hearings, saying the spectacle made the athlete look like "some kind of species the world has never seen before."

Nair said Pistorius' sworn statement, in which he gave his version of the events of the shooting during the predawn hours of Feb. 14 in a sworn statement, had helped his application for bail.

"I come to the conclusion that the accused has made a case to be released on bail," Nair said.

Pistorius said in the sworn statement that he shot his girlfriend ? a model and budding reality TV contestant ? accidentally, believing she was an intruder in his house.

Prosecutors say he intended to kill Steenkamp and charged him with premeditated murder, saying the shooting followed a loud argument between the two.

Sharon Steenkamp, Reeva's cousin, had said earlier that the family wouldn't be watching the bail decision and hadn't been following the hearing in Pretoria.

"It doesn't make any difference to the fact that we are without Reeva," she told The Associated Press.

Despite the bail decision, prosecution spokesman Medupe Simasiku said: "We're still confident in our case," outside court.

Pistorius faced the sternest bail requirements in South Africa because of the seriousness of the charge, and his defense lawyers had to prove that he would not flee the country, would not interfere with witnesses or the case, and his release would not cause public unrest.

Nair questioned whether Pistorius would be a flight risk and be prepared to go "ducking and diving" around the world when he stood to lose a fortune in cash, cars, property and other assets. Nair also said that while it had been shown that Pistorius had aggressive tendencies, he did not have a prior record of offenses for violent acts.

He criticized Hilton Botha, the previous lead investigator in the case, for not doing more to uncover evidence that the Olympian had violent tendencies.

"There is ample room and ample time to do that by looking at the background of the accused," he said.

But while Nair leveled harsh criticism at former lead investigator Botha for "errors" and "blunders," he said one man does not represent the state's case and that the state could not be expected to put all the pieces of its puzzle together in such a short time.

Anticipating the shape of the state's case at trial, he said he had serious questions about Pistorius' account: Why he didn't try to locate his girlfriend on fearing an intruder was in the house, why he didn't try to determine who was in the toilet and why he would venture into perceived "danger" - the bathroom area - when he could have taken other steps to ensure his safety.

"There are improbabilities which need to be explored," Nair said, adding that Pistorius could clarify these matters by testifying under oath at trial.

THE RESET: Obama, GOP battles don't affect Fed job

While the White House and Congress lurch combatively from one budget crisis to the next, another Washington institution has been bolstering the economy steadily and with little fanfare since the 2008 financial crisis began.

And the Federal Reserve seems likely to keep its stimulus pumps running at least awhile longer ? although minutes from a recent meeting show growing nervousness among U.S. central bankers over possible long-range harmful consequences, including steep inflation and instability in financial markets.

The Fed, under Chairman Ben Bernanke, has been keeping a key short-term interest rate near zero for over four years and is buying tens of billions of dollars in Treasury and mortgage bonds a month to keep downward pressure on longer-term interest rates and to provide liquidity to financial institutions.

Oh, and it's buying those bonds with money created out of thin air with the electronic equivalent of a printing press.

Minutes from the Fed's Jan. 29-30 policy meeting showed increasing debate over whether to end the huge stimulus sooner rather than later.

Still, the Fed voted 11-1 to continue its $85-billion monthly bond buying program for now.

However, the concerns were enough to drive European stocks sharply lower Thursday and contributed to a second day of declines for U.S. stocks ? even though there's scant evidence of rising inflation.

U.S. consumer prices were flat last month, a new government report shows, another sign inflation remains in check.

The latest crisis for President Barack Obama and Congress is the approach of deep, mandatory "sequester" spending cuts due to hit March 1 absent a bipartisan deficit-reduction deal. So far Republicans who lead the House have rejected Obama's insistence that any agreement be "balanced" with both spending cuts and increased tax revenues.

U.S. policymakers barely averted a "fiscal cliff" at the end of last year.

"Managing from crisis to crisis every 60 to 90 days is absurd," House Minority Whip Steny Hoyer, D-Md., said Thursday on MSNBC.

GOP opens 2013 with money advantage over Democrats

WASHINGTON (AP) ? The Republican National Committee is starting 2013 with a financial advantage over its Democratic rivals.

The RNC raised $6.9 million in January and ended the month with $7.1 million in cash ? along with no debt.

The Democratic National Committee brought in $4.3 million in January and ended the month with $4.7 million in cash.

But the DNC is carrying a large debt of $20.7 million, down slightly from the end of the year. Democrats racked up the debt while helping President Barack Obama hold onto the White House.

Party committees filed monthly financial reports Wednesday with the Federal Election Commission.

(AP) ? At Caracas' military hospital, the only outward signs that President Hugo Chavez is a patient inside are the motorcades that come and go and the soldiers standing guard, some of them wearing red berets.

A poster with a large photo of Chavez smiling sits atop the Dr. Carlos Arvelo Military Hospital, but it has been there since long before the socialist leader was admitted upon his return from his latest cancer treatment in Cuba.

Some of the president's supporters shout "Viva Chavez!" and "He's back!" as they drive past the hospital, which this week has become the new center of attention in Chavez's 21-month-long cancer struggle.

The government hasn't released a single photo of Chavez since his arrival in Caracas was announced Monday, and that has some Venezuelans doubting whether he's in the hospital. Others insist he is there, just out of sight while undergoing treatment.

"There, where you see that balcony, the president is there," said Juan Carlos Hernandez, a street vendor who pointed to the ninth floor, where Chavez is said to be staying.

Hernandez, who sells snacks from a stand with a parasol, said he used to work as a military police officer and provided security at the hospital from 2004 to 2006. He said the ninth floor has a special wing with various rooms where important people are typically taken for treatment, including generals and other military officers.

The special wing of the hospital has its own private elevator, Hernandez said. "The patients are more protected because not everybody passes by."

Caravans of SUVs escorted by troops on motorcycles have arrived and left in recent days, carrying officials including Vice President Nicolas Maduro and National Assembly President Diosdado Cabello, who are among the few who say they have seen Chavez at the hospital.

Among the luxury vehicles bringing visitors was a metallic green Bentley, and those stopping by the hospital have reportedly included the president's relatives.

The government hasn't given details of any visits with Chavez at the hospital, and Bolivian President Evo Morales said Wednesday that he had met only with relatives and doctors but was unable to see Chavez himself when he visited the hospital. Speaking at the United Nations, Morales said Chavez "is in a very difficult spot with his health."

The Venezuelan leader has been undergoing cancer treatment in Cuba on and off since June 2011. He has said he has had tumors removed from his pelvic region and has undergone chemotherapy and radiation treatment.

Throughout the treatments, Chavez has not revealed the type of cancer or the location where tumors have been removed.

He hasn't spoken publicly since before his latest surgery in Cuba, on Dec. 11. The government has recently said that Chavez is undergoing more treatment for his illness but has not specified the sort of treatment.

Hospital employees declined to comment about Chavez, saying only that the floor where the president is being treated is under tight security.

Despite the extra security contingent, the hospital continues to provide medical care to hundreds of other patients every day, including both military personnel and civilians.

When Chavez's return to Caracas was announced Monday, his supporters gathered outside the hospital to celebrate while holding photos of him. But as the days have passed, their numbers have dwindled. Journalists and television cameras at the entrance have become one of the only signs of anything unusual going on.

Juan Bonaire, who works at a bakery across the street, said that apart from the stepped-up security, the area around the hospital looks much the same as always.

Outside the hospital, people put up a banner Thursday with a photo of the president and the slogan: "Chavez is not a man. He is a nation that advances. We will live and triumph."
